If the report writer or library do not open do the following

1. Open Microsoft Access from start program files
2. Click on Help 
3. Click on About
4. If it reads Access 2002 then do the following in sims

* Goto Utilities
* System Setup
* Location of software
* Path of Access program

a. Make sure path is to correct drive e.g. C:,D:
b. Change line to C:\Program Files\Microsoft Office\Office10\Msaccess.exe

5. If it reads Access 2000 then follow same procedure as above only change drive letter do not do step 4b
